Ortlimar IV's political situation

Ortlimar IV is a member of the Old Republic/Empire, and is largely ignored by it. There has been no significant political unrest in the system, and the Empire has priorities elsewhere. The sector is under the control of Moff Sarut, but the sector is large and his attentions are too broadly focused most of the time for Ortlimar to come under close scrutiny. Sarut is also involved in suppressing the Rebellion, further dividing his attention.

Ortlimar IV pays taxes to the Empire, and has a garrison of Imperial troops stationed in each city, as well as an orbiting space station which acts as more of a traffic control system than anything else. The Empire has set up a customs inspection station on Neela, the moon, since most shipping goes through there.

The Imperial troops stationed on the planet are cycled through about once every standard year, and spend almost all their time either at their bases or indulging in the local gambling and prostitution establishments. They don't pose any serious threat, although rumors have lately been circulating that a Rebel cell is gaining power on Ortlimar IV -- the Imperials would probably step up patrols and enforcement if that turned out to be true.

You have all heard the rumors of the Rebellion, although every story you've heard has been conflicting in some of its major details. One story will have a major resistance movement in Ulimon, while another will have it in Ella-Parn. Yet a third story says that there aren't any major groups yet, they're all small bands of people out in the countryside who are communicating via unknown means (perhaps they're using the Force to communicate? -- You've maybe heard of the Force, and have perhaps seen a holovid or two where a Jedi knight shows up to do evil and is trounced by a heroic Imperial soldier). In any case, the Rebellion is the subject of so many different and conflicting stories that no one really knows what to think (although many people think it's a real thing).

Public opinion on Ortlimar IV tends to run towards the Empire as the rightful successor to the Old Republic. The population of Ortlimar IV hasn't seen any of the despicable stuff the Empire has done and will do in the future, so the Rebels are viewed as whining cranks more than anything else.

The local government on Ortlimar IV is parliamentary, with the Prime Minister reporting to Moff Sarut. There are three parties in the political system, with the Imperial party currently in power. The political establishment has all the normal "tough on crime" policies in place, which have the usual minimal effect.
